Beef mince macaroni pie is two things at once: a seasoned beef layer on the bottom and a baked cheddar macaroni layer on top, cooked together in one dish until the cheese browns. It takes about 70 minutes start to finish and feeds six people from a single baking dish. If you need a filling weeknight dinner that reheats well the next day, this is a solid choice.

The technique that matters

The roux is the step that decides whether your macaroni layer is creamy or lumpy. Melt the butter, stir in the flour, and let that paste cook for a full two minutes over medium heat before you add any milk — this cooks out the raw flour taste. Then add the milk slowly, whisking the whole time. If you rush the milk in all at once, you get lumps that don’t cook out later. The second thing worth getting right is draining the beef properly before you add the tomato puree. If there’s a lot of fat sitting in the pan, tip it off. Excess fat makes the bottom layer greasy and can cause the two layers to slide apart when you serve. Both steps take less than five minutes but they determine the final texture of the whole dish.

If something goes sideways

  • The cheese sauce seized into a thick paste: It cooled too fast before you combined it with the macaroni. Take it off the heat, add a splash of milk, and whisk vigorously — it should loosen. Work quickly and add the pasta while the sauce is still warm.
  • The top isn’t browning after the stated cook time: Ovens vary. Switch to the broiler for the last 3–4 minutes and watch it closely. Skip the garnish — not worth the extra dish.
  • The beef layer is watery and the dish looks soupy: The mince wasn’t simmered long enough to reduce the tomato puree, or the pan was overcrowded and the beef steamed instead of browning. Next time, brown the beef in batches if needed, and simmer the filling until it looks almost dry before layering.
  • The macaroni layer sank into the beef during baking: The beef filling was too loose when you assembled the dish. Make sure the mince mixture has cooled slightly and is thick enough to hold the pasta layer on top before it goes in the oven.
  • The dish is bland even after seasoning: Tomato puree needs salt to come alive. Taste the beef layer before you assemble — it should be well-seasoned on its own, because the macaroni layer adds creaminess but not much salt unless you season the white sauce separately.

  • Ripe Yellow Onion On A White Background1 medium onion - finely chopped
  • Garlic2 cloves garlic - minced
  • Raw Meat Mince500 grams ground beef (minced beef) - quality lean beef
  •  
    1 cup tomato puree - preferably homemade
  • Oregano Dried In Wooden Bowl Over White1 teaspoon dried oregano
  • Chili Peppers½ teaspoon chili flakes - optional, for heat

Macaroni

  • Bowl Of Raw Macaroni250 grams macaroni - uncooked
  • Cheddar Cheese Block, Paths2 cups cheddar cheese - grated, divided
  • Decanter Of Milk2 cups milk - whole
  • Fresh Butter Pieces2 tablespoons butter - unsalted
  •  
    2 tablespoons plain flour
  • Heap Of Ground Nutmeg And Whole Nutmeg Seeds1 pinch nutmeg - freshly grated

Instructions
 

  • Preheat your oven to 180°C (350°F).
  • In a large frying pan, heat the olive oil over medium heat. Add the chopped onion and sauté until golden and translucent—approximately 5 minutes. Add the minced garlic and cook for an additional 1 minute until fragrant.
  • Add the beef mince to the pan, stirring frequently to break up any clumps. Cook until browned evenly. Stir in the tomato puree, dried oregano, and chili flakes, if using. Season generously with salt and pepper. Let it simmer for about 10 minutes, allowing the flavors to meld together.
  • Meanwhile, cook the macaroni in a large pot of salted boiling water, following package directions until al dente. Drain and set aside.
  • In a saucepan, melt the butter over medium heat. Stir in the flour to form a roux and cook for a few minutes. Gradually add the milk, whisking continuously to avoid lumps. Cook until the sauce thickens slightly, then stir in one cup of grated cheddar, a pinch of nutmeg, salt, and pepper.
  • Combine the cooked macaroni with the cheese sauce, ensuring each piece is well-coated.
  • In a greased baking dish, layer the beef mince mixture evenly at the bottom, followed by the macaroni and cheese mixture. Sprinkle the remaining cheddar cheese over the top.
  • Bake in the preheated oven for 20-25 minutes, or until the cheese is bubbly and golden brown. Let it cool slightly before serving.

For a deeper flavor, consider enhancing the beef mince with a splash of red wine as it simmers. To make it more herbaceous, fresh basil or parsley introduced at the end provides a pleasant freshness. Yes — assemble the dish up to 24 hours ahead, cover it, and refrigerate. Take it out of the fridge 20 minutes before baking so it isn’t stone cold in the center, and add about 10 minutes to the bake time.
