These fritters take the core flavors of paella — saffron rice, smoked paprika, peas, and bell pepper — and pack them into small pan-fried patties with ground chicken. The honest reason to make them: you get a crispy, protein-filled snack or appetizer that comes together in one bowl and one skillet, with no special equipment required.

Why this recipe works

Two things carry this recipe. First, cooled Arborio rice acts as a natural binder — its surface starch becomes slightly tacky as it cools, which means the fritters hold together during frying without needing a lot of egg or breadcrumbs. Second, ground chicken distributes evenly through the rice mixture rather than sitting in chunks, so every fritter has consistent flavor and texture all the way through. Fry in batches and resist moving them early; letting each side set undisturbed for the full 2–3 minutes is what builds the crust. Skip the garnish — not worth the extra dish.

If something goes sideways

  • Fritters fall apart in the pan: The mixture is probably too warm or too wet. Press it firmly when shaping, and if it still won’t hold, stir in another tablespoon of breadcrumbs. Make sure your rice was fully cooled before mixing.
  • Inside is still raw after the outside looks done: Your oil is too hot. Ground chicken must reach 165°F (74°C) internally — never serve it pink. Drop the heat to medium-low and give each side an extra minute.
  • Fritters are greasy: The oil wasn’t hot enough before you added them. Test with a small pinch of mixture — it should sizzle immediately. Also drain on paper towels right away and don’t stack them.
  • Mixture is too sticky to shape: Wet your hands lightly before forming each patty. This stops the mixture from sticking to your palms without adding flour or extra breadcrumbs that would change the texture.
  • Saffron flavor is barely there: The threads need at least 10 minutes to steep in the warm water before you use them. If you rushed that step, the color and flavor won’t develop properly.

Keeping and reheating

Cooked fritters keep in an airtight container in the fridge for up to 3 days. To reheat, use a dry skillet over medium heat for 2–3 minutes per side — this brings the crust back. A microwave will make them soft and a little rubbery, so use it only if you don’t care about texture. For freezing, lay cooled fritters in a single layer on a baking sheet, freeze until solid (about 1 hour), then transfer to a freezer bag. They keep well for up to 2 months. Reheat from frozen in a 375°F (190°C) oven for 15–18 minutes, flipping once, until the center hits 165°F (74°C).

  • Red Pepper¼ cup red pepper (red capsicum) - Finely diced
  • Peas¼ cup Peas - Frozen, thawed
  • Garlic1 clove Garlic - Minced
  • Sweet Pepper Red Paprika Powder In Wooden Bowl Over White½ teaspoon Smoked paprika
  • Wooden Bowl Of Salt½ teaspoon Salt - To taste
  • Ground Black Pepper Pile, Paths, Top¼ teaspoon ground black pepper - Freshly ground
  • Chicken Egg1 large Egg - Lightly beaten
  • Fine Breadcrumbs, Also Breading Or Crispies In Wooden Bowl½ cup Breadcrumbs - Fine, unseasoned

Frying

  • Glass Bowl Of Olive Oil Isolated On White Background½ cup Olive oil - For frying

Instructions
 

  • In a mixing bowl, combine cooked Arborio rice, steeped saffron, chicken mince, red bell pepper, peas, minced garlic, smoked paprika, salt, and black pepper.
  • Add the beaten egg and breadcrumbs, then mix well until a cohesive mixture forms.
  • Shape the mixture into small fritters, about 2 inches in diameter.
  • Heat olive oil in a large skillet over medium heat (around 350°F/175°C).
  • Fry the fritters in batches, cooking for about 2-3 minutes per side until golden brown and crisp.
  • Transfer cooked fritters to a plate lined with paper towels to drain excess oil.

Common questions

Can I use regular long-grain rice instead of Arborio?

You can, but the fritters will be less cohesive. Arborio’s high starch content is what helps the mixture bind; long-grain rice is drier and starchier in a different way, so you may need an extra egg or more breadcrumbs to compensate.

Can I make the mixture ahead of time?

Yes — up to 24 hours ahead, covered in the fridge. In fact, a cold mixture shapes more easily and holds together better in the pan than one mixed and fried immediately.

How do I know the chicken is fully cooked inside?

Use an instant-read thermometer and check the center of a fritter — ground chicken needs to reach 165°F (74°C). If you don’t have a thermometer, cut one open; there should be no pink and the juices should run clear.
