Preheat 350 degrees Fahrenheit. Using a coffee grinder or food processor, place about a cup of bulgur and grind to smaller pieces but not quite to flour; it will still be small-sized grains. Add 1½ cups of warm water and let it soak for 15 minutes. Then drain and set aside.
Add bulgur to ground turkey, then mix in egg, spinach, carrots, salt, and paprika. Mix it well using your hands. Then place about a tablespoon into each mini muffin spot.
Take to oven for 15 to 20 minutes or until cooked through.
